Can i build a fence in front garden?

I have an existing wall with neighbouring property (terraced). Want to build fence instead of the 2ft wall as it's old and existed before we bought the house.

These are the restrictive covenants on title deed.

    Does it affect the view from the road ie is it on or near a corner?

    Building a taller fence/wall on a corner significantly affect what drivers/cyclists can see approaching the corner, which has potential to increase risk. 
    Why do you want it taller, could it be 2" at the road end rising to 4" near the house?

    4' is high enough to potentially obstruct the driver's view.  600mm (2') is often used as a maximum where the sightline is important.

    If it faces a public road the maximum legal height is 1 meter.

    The exact wording of the PD rule is "adjacent to a highway used by vehicular traffic "... which means it doesn't have to be public, and some planning authorities take "adjacent" as meaning "near", so could restrict the height of 'side' fences even if they don't 'face' the highway.

    Also worth remembering this is only a PD rule, rather than a legal maximum - it just means planning consent would be required for a fence/wall if it doesn't meet the PD requirements.
