If interest has been paid on a mortgage financing a buy to let, but not claimed as an allowable expense against income tax for 3 years, can previous years tax returns be amended (resulting in a tax rebate for tax overpaid) for these previous years?

You may however be able to claim a tax credit relating to the interest.

Depending on which tax years are involved you may be able to amend a maximum of two returns (2023/24 by 31 January 2026 and 2024/25 by 31 January 2027).
But you are out of time for amending earlier returns now. You may however be able to make a claim for overpayment relief. You need to follow the very specific guidance at the If you've missed the deadline to change your return section here.
