There are 4 main mobile networks in the UK, and most providers run on them - EE, O2, Vodafone, and Three.
Smarty uses the Three network. My wife has a Smarty SIM (one of the few providers that allows unrestricted data usage abroad which is useful as she works in France) and she has no issues at all. Conversely, I use EE on a business plan and I get no signal in our house!
However, it's luck of the draw based on where you are and how good each network providers coverage is.
GiffGaff runs on O2. Lebara (runs on Vodafone) is often one of the cheapest providers however I've seen the occasional thread recently suggesting that fraudsters are able to contact Lebara and have them transfer your number (thus giving them access to accounts with 2FA) without notifying you. Though by and large I'd imagine 99% of people have no issue with them.
MSE has a page about cheap SIM Only deals:

We have smarty sims for our teenagers. I like the operating model - when the data is done, it's done for the month, unless you buy an add on and you can't get charged more because you buy a month of data/calls/texts in advance. App is easy to manage, and the service is absolutely fine.0
