Where to invest for adult kid for long term.

Very soon I intend(ed) to start private pensions for both my adult kids. 
However, the elder has worked and lived in Holland for the last 5 years and my research would indicate that starting a UK pension for him is not possible? It is unlikely that he will return to the UK in the mid term at least.
Any suggestions as to where to put aside an equal amount for him for the long term (25+ years).

    Why not just give them the money and leave the decisions on what to do with it themselves? They are after all adults and they may have more pressing need for the money in the short term rather than the very long term.

    They would need to start their own. Make sure the UK based one picks a pension which accepts third party contributions - or better still give them the loot on condition they pay it into their pension. Maybe the same for the one in the Netherlands - give them the cash if they can pay into a scheme there?
    Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

    If neither of them has bought property but wishes to perhaps have an honest conversation with them and let them know what you intend to do and discuss if helping them with a deposit would be preferred instead. If they both already own a home then that's different.

    If he's qualifies for the opportunity to buy Class 2 NI contributions whilel abroad to give him a (larger) UK State Pension that would be a good use of money....
    Apply to pay voluntary National Insurance contributions when abroad (CF83) - GOV.UK

    Even if he doesn't qualify for the cheaper Class 2, Class 3 contributions are stil la very good return on investment for someone with average life expectancy
