Yes, though often changes to titles and descriptions are generally unrequited as most have a catch all "or as reasonably required" or similar in them.

Context is key and there's little info here. 

For me, there's much flexibility in job titles - the words may not imply anything different. However, a permanent change in what the role entails, in what someone is responsible/accountable for is more significant. 

Similarly if a role involves shift hours and the shift roster expectations are changed that should be in consultation. Note however, that contracts often allow employers to do this and pushing back may have consequences, and equally being accommodating may be noticed and rewarded.
