Does this plaster need skimming before it's tiled?

My mum and dad got a new kitchen but several years lapsed between plastering the walls and buying kitchen tiles. In the mean time, mold grew on the plaster, and indentations formed (see photo).

The tiler will have his own view on whether he can tile without the plaster first being skimmed. But, from a health and safety point of view (the indentations presumably allow the mould to proliferate) should we get it skimmed first? Or, is there any other reason (to prevent further degradation of the plaster?) that we should get it skimmed before it's tiled?

    If the plaster is sound, I'd just bleach the walls to remove the mould and tile straight over. As long as the wall is more or less flat, the tiler will make up any dents with the adhesive

    Absolutely no need to plaster that before tiling unless the surface is loose.
