Listed building consent

We have had a letter from council saying that a cottage next to an old farmhouse and steading which are listed required listed building consent and change of use.
The cottage has been empty for a good few years but has always been a dwelling.
The council claims that the cottage is part of the listing as it was in the same ownership when the rest was listed, and that it is part of the “farm”, and that it is physically attached to the listed building, it is not there is about 1 metre between them.
Can they do this?
Can I fight them?

LBC of the main building extends to other buildings in the curtilage .
What's your interest ?Never pay on an estimated bill. Always read and understand your bill0 -
I believe the council are responsible for the listed building status. What makes you think you have input into these decisions?0

I’d asked maybe 7 years ago if cottage would need special windows as close to listed building whilst I was asking planning about something different and was told no as it wasn’t in the local towns conservation area, and not visible from public road.
Didn’t keep a note of date or woman’s name I spoke to, so I don’t have a record, so I’m understandably annoyed as they’ve since changed the goal posts.0 -
I have part ownership, but not the occupier0
