Backdated pay for some staff but not others

Hello!
I have just had a very disappointing pay review and in this they have informed all staff on a "student agreement" would not be receiving, the initially agreed, backdated pay as the increase in the national minimum wage already gave us a "boost" in April. However, all other staff will have their pay backdated to July, when the pay rises were meant to be announced. I have had a look online regarding this but there is not much information on it, I assume because majority of employers would not do this.
Does anyone know if this is allowed or if it does happen often?

Unless there is some formal agreement in place, employers can pay what they want to who they want.1

I work in the CS, and anyone on the NMW, will get their increase in April. The pay deal later in the year, will only be applied to those on the NMW if the pay deal is a greater percentage increase than the increase from the NMW in which case they'd get the difference - if that makes sense.
