HMRC - Cannot confirm my identity, any solutions?

Hi all

I recently signed up as self employed with HMRC. But I can't sign in or do my tax returns as my identity cannot be confirmed. I believe it's because my birth certificate is incorrect but I've never had a problem with it until now (I'm 30). 

I really don't want to spend money to change my birth certificate and passport. Again, I've never had a problem until now, as my HMRC/NI name clashes with what's on my birth certificate/passport (two of my surnames are listed as my middle name; that's it. No spelling issues). It's the same issue with my provisional licence so I cannot use that too.

Is there no other way to get signed in to do my tax returns before it's too late? Can't HMRC change my name on their end to match my passport/birth certificate? They discouraged me from doing so but it seems like that might be quicker/easier to do?!

How do you know your Birth Certificate is incorrect? And if it is incorrect, why did you apply for a passport with the incorrect details?

It's incorrect because two of my surnames are listed as forenames. It's actually a triple barrel surname but it's confusing as I've got a Latin surname (according to HMRC it happens a lot with Spanish/Portuguese surnames). My passports have always had these details so I never thought about it because it's never ever come up in my life. I usually use one of my surnames in my day to day life.
