Horizon Parking 'fine'

Help Please!!

I parked in Tesco Car Park, free parking, at Hamilton, Leicester in a Parent/Toddler parking bay and have received a letter from Horizon to say I have been fined £70 with a goodwill reduction to £40 for parking in a parent/toddler bay. There are two photos of my car front and back.
1. How do they know from this that I didn't have a young child with me?
2. Can they legitimately fine me for parking in such a bay anyway?

    They are a private parking company of course they can't "fine" you you will not see that word on any paperwork, it's a speculative invoice for alleged breach of contract.
    Photos of an empty car are of course not evidence of anything apart from where the car was parked, they won't have any further evidence, and parent and child bays are just a supermarket gimmick they have no further requirement or any requirement in any laws apart from the terms an conditions on the signage.
    Read the newbies thread on here it's all outlined for you with a template appeal, for what it's worth, the dimwits won't just cancel anyway, try plan "A" first.

    Do an appeal requiring them to prove the allegation. It's their burden to prove.
