unpaid skip left by previous tenant

Hi hopefully someone can help point me in the right direction
I did a house swap with another tenant from a housing association on 25/08/25.
All went well, but there is a large, full, unpaid for skip that the former tenant hired and hasnt paid for still sitting in the driveway.

I have asked several times when the skip will be removed, as it is blocking my driveway too. I was told by former tenant they will chase it up and let me know. I havent heard anything other than, the skip was hired "off the books" through a friend and they will be back to pick it up. I have no company name or person who left it to chase it up with them instead.
So, if former tenant decides they dont want to pay for removal of skip, who do I contact to sort out this matter?
Google doesnt tell me much, and I would like it resolved
Anyone any advice? Im in Northern Ireland

    I’d allow him/them a little bit of leeway…after all, it was only 3 days ago.

    The skip owner will, at some point (?) want to collect it as it’s a valuable piece of kit.

    As for the cost of removal, the person you swapped with is liable. Perhaps they haven’t got the means to pay & that’s why it’s been uncollected.

    Housing Association would be who to contact, but it has only been three days so maybe give a little more time as you will know yourself it is a busy and stressful time moving home.

    Much of the cost is the drop off/pickup and disposal of the contents, so the skip hire people won't be fretting too soon.

    Do you know that they haven’t paid? Usually you pay when you order.

    In  my experience  skips are not collected promptly.
