    One thing you could consider - is he registered sight restricted / blind - or could he possibly get registered?
    People who are registered sight restricted/blind can get an extra Blind Allowance on the Income Tax levels - it ups it to around £15k I think.
    Also he might be able to get Attendance Allowance - although I'm not sure if the sheltered housing aspect affects that - but there is at least one page on MSE about claiming this.
