South Lanarkshire Council Tax Appeal

I’m trying to appeal our council tax banding, but the SAA won’t accept a valuation using the Nationwide back-calculator. The flat has been in the family since it was built mid-1800s, so has never been on the open market. My dad bought his brother out in 2003 after a valuation by a couple of estate agents and using the calculator, it shows that the value in 1991 would have put us fairly and squarely in Band A (we’re Band C). Because it never went on the open market, the valuer won’t accept this valuation and resolutely stonewalls my argument. 
Does anyone have experience of using the calculator successfully in their appeals, please, or indeed, any other advice that may help. Thanks

    Can't comment on the accuracy of NW House Price Index in Scotland, but I am ex VOA who deal with CT banding and appeals in England and Wales and found the NWHPI to be inaccurate regarding calculating 1991 English house prices. You should try to find nearby flats of a similar age, type and size in Band A or B
