Council Tax

I had a property which i was renovating following separation with my wife.
I was contacted by the council to be informed a premium would be applied as it had been empty for over 12 months. in essence doubling my council tax.
I was living in my motorhome so i advised them i would move into the property whilst i undertook the works to prevent the premium.
Since then they have failed to believe me. i have informed them they are forcing me into hardship by not allowing me to pay the correct amount.
They have asked for photos of inside house showing my furniture. which i believe is an invasion of privacy. I informed them i had nothing in there as i was renovating it - just air bed. I have continued to make the payments i believe i owed as they wouldn't amend my bill. But i was spoken to negativily for this.
They sent liability orders to my ex wife in her name and to her address. 
And then sent the summons in my name to my address. ( the one i dont live it)
I believe this is breach of the legal requirements for a summons
They have breached GDPR by finding out about my kids when these have never been discussed - stating you left you kids just to not pay the council tax.
They fail to reply to any emails. 
They just advised they had 3 emails to review ranging from 3 months ago - but they still sent the liability order.
I have provided videos from my house showing the bin men collecting refuse at 6am. Provided evidence of Devon county council arriving without notice and entering for tree works and they advised me themselves they would contact the refuse department to check my bin s - which they have said is standard practice?
I now have bailiffs or money to be taken from my wages. i email them monthly.
Im harassed by growing bills and fines, treated as a liar. my complaints are ignored.

Insurance and utility bills are in  my ex wife's name as part of our financial agreement.
i refuse the change my driving license address just to satisfy them - this is still shown as my ex -wifes house as i have 50/50 with the kids at that house due to work- all our documentation still go's there.

Can anyone advise or help me.

Change your DL to the new address.

If you have a vehicle and you are the keeper, amend the V5 to you current address, required by law.

Send them the required photos and utility bills showing normal usage.

Consider it may have been your ex that could have given information regarding your children.

Don't be an idiot, do the above and get the council tax back to normal and if alone, get the single person discount.

Don't try to fight a losing battle if you have no resources and cannot afford legal advice.

If you forum name is your actual name, get an admin to change it to something anonymous, big brother may be watching for numpties who complain under their own name.
