What is her address in her driving licence/car insurance etc? If she has these registered at your address then it does look iffy.0

Your local council will be sharing data with other Govt departments, e.g. DWP, HMRC, DVLA.They may have found your name and her name linked to your address and are now making enquiries.I'm assuming she's not on the electoral roll.I suggest you send another letter to them, signed by both of you, confirming that you're the only occupant, that she does not live or stay with you and that she is only using your address as a maildrop.0

Look at it from the council's point of view. She is using your address for mail and possibly has her vehicle registered there and when the council ask for further details, you don't co-operate. So they are going to be suspicious.
Your choice give them the required info or risk losing your SPDIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales2
