ACAS Duty Cover Team

I have a claim against my previous employer in the Employment Tribunal. And, my employer and me we have agreed to an ACAS conciliation agreement.
Hence, I have contacted ACAS so it arranges for a COT3 agreement, however; ACAS told me that it cannot yet arrange for a COT3 agreement because my claim has not yet been allocated to an ACAS conciliator and its ACAS Duty Cover Team deals only with claims for which the conciliator is on leave.
I would like to know if it is correct that the ACAS Duty Cover Team cannot arrange this COT3 agreement because ACAS told me also that there is backlog of claims waiting to be allocated to an ACAS conciliator. However, this means that it can take a long time before my claim is allocated to an ACAS conciliator and my employer and me we want to finalise or ACAS conciliation agreement as soon as possible

A conciliator of the ACAS Duty Cover Team is a temporary conciliator appointed only one one occasion to finalise a particular COT3 agreement when there is no permanent conciliator or he is on leave. it is not queue jumping.
The purpose of ACAS is to facilitate conciliation not to make it more difficult by imposing delays0 -
We are also supposed to be able to to conciliate at anytime what will not possible if we have to wait several weeks0
