Quick question about CCA agreement

Hi all
I wrote about this time last year in total despair about my credit card debt. To anyone going through it, it gets better believe me.
I have five separate creditors. All have defaulted and I am making payments to three of them via collection companies.
One of my creditors is TSB Bank. I have gone through exactly the same process for all: after initial contact from collection agency (in this case Moorcroft) I send formal request for CCA.
TSB's only response (via Moorcroft) has been to say that they have already sent it. I definitely haven't received it. I followed up by sending a letter to both Moorcroft and TSB stating that I hadn't received it, would accept a digital copy to speed things up and could they tell me the date it had been sent. The only response was from Moorcroft who said TSB has said (again) this has been sent but Moorcroft have put the account on hold.
What would you do in this case? I am thinking of sending a formal complaint to TSB but should I start making token payments in the interim to demonstrate good faith?

I would be tempted to send a letter back to Moorcroft stating that since they have not provided a CCA you must assume that none exists and therefore there is no debt for you to pay. Don't start making payments until they provide the CCA.
It's possible that TSB did send it but it was sent to an old address or that it was sent to Moorcroft who mislaid it. What type of debt was this with TSB, as only credit cards/loans etc are covered by CCA not bank accounts.

@sourcrates all my debt including TSB is credit card. It seems very dodgy to lie to me about the CCA. Not something I would have expected from a 'proper' bank.0
