Leasehold surprise bill for invoice from 2022!

To my shock, residents and i received an invoice for circa £350 for additional costs incurred from 2022-2023 a week ago out of the blue. Being aware of the 18 month rule (section 20b of the landlords and tenants act) and having no prior warning for this, are we legally obliged to pay? Not to mention the company sending out the invoices were not even managing the property during this time! 

Any advice or experience on this would be massively appreciated!

    Our housing association billed us c£2500 per flat for a new roof, they'd done the S20 etc but invoiced us more than18 months after the work was completed, they had to write it off..! Sorry, not really advice but I know we got it written off due to the 18 month rule, it was a hard slog and we had to get our MP involved. 
    Really should be doing some work...

    Interesting, it’s now over two years since some section 20 work was done on our flats. Can they still bill us?
