My property has recently been listed to pay Council Tax. The Valuation Office Agency (VOA) wrote in May this year to tell me of the listing. My local Council has just sent me two “reminders” to pay for this year and the previous year.
They expect me to pay the whole amount by next week, which isn’t going to happen as I can’t afford it.
The Council didn’t send an initial bill for either of the two years in question as they were still waiting for the VOA to list the property. The “reminders” were the first time I was made aware of the bill, so can they insist that I pay the backdated amount, especially as the previous year the property wasn’t even listed to pay CT? I have also challenged the banding which I think is incorrect and the VOA haven’t been back to me and it’s been 3 months now.

Yes you will need to pay the previous year’s CT, but hopefully you should be able to pay by instalments. Might be worth talking to citizens advice before contacting the LA,0

Is this in relation to a new property that you moved into over a year ago?0

The council's argument will be that you should have known you were liable to pay CT and should have put money aside.
Appealing the band does not mean CT is not payable until the appeal is settled. If you have not had an acknowledgement from the VOA you should chase it up.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1 -
So what did they say when you asked to pay the whole amount over 8 instalments from August to March ?1
