Council tax and transfership of deeds

My grandmother passed away in October 2023. Probate was granted in February 2024. However a long process began to transfer the house deeds to my mother. This was completed in July 2025. Despite the council telling my mother there was nothing to pay, she has now been hit with a large council tax bill dating back to Feburary 2024. The house has been empty since October 2023.
I am aware that council tax is liable from the date of probate but what about in circumstances when the the deeds took so long to transfer?

The exception should cover the property for up to 6 months after probate providing no one is living there. If you mother or someone else moved into the property before then (even if probate had not been granted) then the exemption ends and CT would be due.0

When was the transfer into your mothers name made ? CT will be due from the point it changed from ownership by the deceased.0
