Backdated National Insurance Contributions

My husband had his call back at end of April. We were waiting for a second call and were unable to contact them. However 2 days ago my husband received a letter with his payment options and advised of amount depending on contributions paid.
The letter states that the Inland Revenue will make a decision when we contact them as to when the contributions will be backdated to. Either from they receive the payment or when my husband started claiming his pension 3 years ago. Has anyone had an experience of this as to when the payments will be backdated to?

Pension increases are usually backdated to the receipt of payment date but may be set to another earlier date due to the current problems. I cannot see any scope or justification for taking them back to the commencement of pension date.0

There were serious problems in communications- between DWP and the public,
- between HMRC and the public,
- between DWP and HMRC,
- between HMRC and the contracted out private pension trustees whose earnings/NI contribution records may or may not ever have been properly reconciled (directly putting COPE reductions into question and thus the extent of individual need for topping up)
