Thank you for the time spent and responding, the DWP staff member selected the years as she said to make the sum payable as little as possible ! 

That doesn't sound right.  I was topping up at the end of 2022 and all the years back to 2008/9 were the same price apart from 2020/1 and 2021/2.  Or maybe the DWP lady only picked 2020/1 and 2021/2 because they were cheaper?  It is weird because the chap I spoke to was getting me to fill more recent years over the older years so obviously some DWP people knew that newer was better..
