CCJ applied for but not obtained

Hi I am back and forth with Cabot re a couple of old debts of my husbands that have just come to light (severe mental illness led to him racking up debt without me knowing).
Both over 6 years old, I did the statute barred letter and the reply was that they weren't statute barred due to court proceedings initiated.
One of the debts a CCJ WAS obtained in September 2019 and an attachment of earnings made (but we had moved and we knew nothing of this and no attachment of earnings ever appeared hence why we didn't know about this until now.)
The other a CCJ was applied for but not obtained. I know the one where the CCJ was obtained is still enforceable (although hoping to keep them at bay for 2 months so they have to reapply for enforcement) but what is the deal where the CCJ was applied for but not obtained.

When you say "CCJ applied for, but not obtained" what does that actually mean?
Was the case stayed? did the claimant back out? what happened exactly.
