Existing Flexi ISA to new Flexi ISA

If I want to transfer some funds from my existing Flexi ISA and open a new Flexi ISA. I should ask the new Flexi ISA to do a 'transfer out request' to my existing Flexi ISA (to keep the ISA wrapper).

I only do a withdraw / bank transfer when I am taking the money out to use or pay into a non ISA bank account ?

    Yes - ask for a transfer.

    You can do a withdrawal from a flexi ISA and it will retain its status provided that you pay it back into the same ISA in the same tax year. It doesn't count as 'new money' in terms of how much you can contribute in that tax year.
