Public liability insurance for a 13 year old

My 13 year old son would like to start a regular cleaning job. He has his permit to work, recently granted by the local authority.   He'll be cleaning the communal hallways of a local apartment block - not actually in the apartments.  He'll be hoovering, cleaning low level windows and washing the floor.  We (his parents) feel he needs public liability insurance - in case he damages anything or someone has an injury as the result of his activity.  Are there any insurers who would take him on due to his age?  If not, could we start the business and he becomes an employee of ours so we then take out employee and PL insurance?  Thank you!

    https://www.ashburnham-insurance.co.uk/business-insurance/public-liability-insurance/under-18-years-old/ certainly offer cover for minors, but usually school leavers aged 16 or 17 - but why not contact them and ask if they'd cover a 13 year old for the tasks you've outlined?
    Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

    Given his age supervision may well be a prerequisite of the cover.
