The managing agents for the retail park appear to be Workman, who may be closer to the parking "management" than Costa.

And the landlord is the Crown Estate, so if all else fails, complain to Charlie...

    did you try them ?

Is the Claim form from DCB Legal or is it from CEL in-house? Please take a photo, obviously redacted.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I can't seem to find one? or am I looking in the wrong place?
How do I go about defending this?
    I wasn't the driver
The POC it's ambiguous, doesn't state what actual breach occurred?

"Claim for money relating to a Parking Charge for breach of contract terms/conditions (TCs) for parking in private car park (CP) managed by Claimant. Drivers may only park pursuant to TCs of use displayed in CP and agreed upon entry/parking. ANPR cameras or manual patrols monitor vehicles entering/exiting the CP and
TC breaches. Charges of £170.00 claimed"
