If that fails, both ignore CEL but you must tell them if you move house within 6 years.

That's all. No paying them. Do NOT fund a scam and effectively become a sponsor for it, for an easy life. Not an option.

Come back only if either of you get a claim form. Easy to defend!

Another location local to me - happy to assist with any claim, I haven't lost against CEL in several years.
They almost never have authority to operate in the name "Civil Enforcement Limited", contracts tend to be in a different name.

Also bear in mind that CEL usually use DCB Legal, and when they do they always discontinue the court claim.

UPDATE. 
So I have now received a Letter before action - Claim for debt unpaid parking charge notice, as below. Along with that there is an information sheet and what appears to be a standard debt reply form.

I haven't approached Costa yet as purely not had time (I will go this coming week) but advice on Next steps please?

The managing agents for the retail park appear to be Workman, who may be closer to the parking "management" than Costa.

And the landlord is the Crown Estate, so if all else fails, complain to Charlie...

UPDATE:
I have now received a claim form dated 31/10/25, received 04/11/25. I've tried reading through the forum but I am a bit confused, so please kindly help.
I did contact Costa, they contacted the company who said they couldn't cancel it as over 30 days. Costa provided me with the company that issues the ticket, Creative car parks, not Civil enforcement as is on all their correspondence/car park signs etc. Civil enforcement ltd HQ is in Liverpool, whilst Creative car park HQ is London.
Now in an error of judgment I never appealed as the person who was driving said they would sort and never did, I also don't recall responding to the Letter before action, unfortunately that ship has sailed, partly as when I spoke to Creative Car parks they said either Costa or themselves would be in touch but never did get back in touch. 
I'm currently under a lot of stress and so my head isn't as clear as it should be, any help and hand holding would be greatly appreciated.
