Both you and the other driver need to bombard that Costa Manager with polite but persistent complaints because this is impossible to win on appeal.

Both of you motorists: get your local constituency MPs to write and complain to Costa about this farce, too.

            UPDATE.
So I have now received a Letter before action - Claim for debt unpaid parking charge notice, as below. Along with that there is an information sheet and what appears to be a standard debt reply form.
I haven't approached Costa yet as purely not had time (I will go this coming week) but advice on Next steps please?

            The managing agents for the retail park appear to be Workman, who may be closer to the parking "management" than Costa.
And the landlord is the Crown Estate, so if all else fails, complain to Charlie...1
