Self employed & disabled pension questions

My partner is self employed 58 and has virtually no pension. He is a carer to me and as a result earns about 14K a year.
my question is what happens with tax relief if he pays into a pension but he isn’t paying much tax. 
Also what happens with tax relief if I pay into my pension (again very small from previous jobs) when I don’t pay any tax at all.

    The amount of tax relief you get is not directly related to the amount of tax you pay. 

    You can get tax relief on the amount of your relevant uk earnings or £3600 if your earnings are less than this.  These are gross figures so in reality you pay in 80% of this and the pension claims the other 20% as tax relief.

    Is the £14k his expected business profit?

    You can contribute £2,880 (net), assuming you haven't had any earnings in the current tax year.  That will have £720 in pension tax relief added by the pension company giving you a gross contribution of £3,600.  It doesn't matter whether you have paid any tax or not in this tax year, you still get that £720 if you pay £2,880.
