Pension credit under immigration control

I’m trying to help an elderly friend of mine get some extra income.
she’s from Canada and been living in the UK since the 60s but doesn’t have British citizenship.
she has state pension of about £100 a week.
she applied for attendance allowance and received a letter back saying she wasn’t eligible for that due to being under immigration control.
so my question is, could she claim pension credit? Or is it likely to be the same response?

If you are a person subject to immigration control you are not entitled to any of the following:
- Adult Disability Payment (in Scotland)
- Attendance Allowance
- Carer's Allowance
- Child Benefit
- Child Disability Payment (in Scotland)
- Council Tax Support
- Disability Living Allowance (DLA)
- Income-related Employment and Support Allowance*
- Funeral Support Payment (in Scotland)
- Housing Benefit
- Income Support*
- Income-based Jobseeker's Allowance*
- Pension Credit
- Personal Independence Payment
- Severe Disablement Allowance*
- Social Fund payments
- Universal Credit

Given the benefits for which she is likely to qualify if she becomes a British citizen, has she considered that possibility: https://www.gov.uk/british-citizenship
Obviously the fee is significant, especially for someone on a low income, but from what you've said it sounds as fi she'd recoup it fairly quickly if she qualified for state benefits such as pension credit, and possibly others.Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!0
