Access to Work - Help with transport

I previously received support from AtW with transport to and from work. I took a career break due to burn out but now will be returning to work soon. The guidance seems to indicate that 

. "A public transport journey is only suitable when: it would take less than 2 hours each way from the customer’s home to their place of work ..."

Previously they considered travel time above an hour as one of the criteria to provide transport support. I am wondering if anyone has had a more recent experience regarding this. Are they assessing eligibility based on 2 hours + travel time?

    My hubby gets travel support and has a journey of 1 hour. They first tried saying he didn't qualify due to not being banned from driving due to disability but we challenged that and won.

      Not really much more he still has a 45 minute train journey and taxis or bus at either end.
