Food goes out of date that's why people give it away for free. I volunteer at a food bank that has some clothes. They just put a few rails out. It's just bits and bobs that people have donated.  They have a shop so if it's new or nearly new they will take it there to sell.   I think people would rather donate old clothes to charity.

We give to a local refugee centre to clothe people with nothing, give to charity shop who can sell to raise funds for three charity or sell on Vinted to raise funds for ourselves.

Am not sure why I should give to you cos you don't want to buy from charity shops thus not helping them raise funds? Or instead of those who literally have no clothes at all?

Yes, please don't misunderstand me as I am investigating the possibility. Therefore the answer is no. Community Fridges/Olio/Too Good to Go ect set up to save the planet. In the case of clothing the answer is a no so far.
Not everywhere - we have a local community wardrobe where clothing can be donated and taken, and items such as formal suits and prom dresses are loaned out. It's a local initiative set up by two women.

I'm not aware of anything that would stop the OP aiming to do something similar if they feel it's that important - the main issue is getting somewhere to store the clothes and a venue to use once a week or so for people to drop off and pick up clothing.

I have 2  places near me that provide clean, used clothing for the homeless and those in need. New socks and underwear are also supplied. One is associated with the YMCA and the other uses a church hall. In the winter, we have a coat bank at the local library where you can donate coats for anyone to use.
"Cheap", "Fast", "Right" -- pick two.
