    The payment, worth up to £300, will still be given to pensioners with income above the £35,000 threshold, but will then be reclaimed from them

    Same system as with child benefit . Also like child benefit you can just opt not to have the payment.

    The part I am not clear about is there is a household with two partners who are both getting state pensions . One has say £60K taxable income and one has £30K , can that one still get the WFA, even though it is a relatively wealthy household?

    In other words, still immensely generous considering that the pensioner's household income of less than £70k per year (assuming both pensioners earn less than £35k) can still keep both of them. Which is kinda insane.

    Yes, that is how it will work. The pensioner earning £30k will be able to keep it. Again. Extremely generous. :(

    How is this going to be implemented in practice? Never having enjoyed completing a tax return, after retirement I arranged my finances such that I don have to. Now it seems I will be obliged to complete a tax return to give back my WFP. Can I just opt out of receiving it?

    What is the situation with married couples if one earns has income over £35k and the other doesn’t? 
    Northern Lincolnshire. 7.8 kWp system, (4.2 kw west facing panels , 3.6 kw east facing), Solis inverters, Solar IBoost water heater, Mitsubishi SRK35ZS-S and SRK20ZS-S Wall Mounted Inverter Heat Pumps, ex Nissan Leaf owner)

    Here are the information about opting out:

    Pensioners above the £35,000 threshold will have the full amount of the Winter Fuel Payment they received automatically collected via PAYE, or via their Self-Assessment return. No one will need to register with HMRC for this or take any further action.  Pensioners who want to opt out and not receive the payment at all, will be able to do so, with details to be confirmed.

    Still to come!

    They still get it, the one with income over £35k will have to pay it back and the one under £35k can keep it.

    You still get it. It is only means-tested in that anyone with an income of over £35k pays it back.
