Council tax banding query

the council has responded with the below, which I do understand due to GDPR, however does anyone know what the ‘specific reasons’ could be please? How does the council know I don’t have these ‘specific reasons’ they refer to without assessing my property?
We cannot provide the specific reason why a similar neighbouring property might be in a lower band, as this would be in breach of Section 18 of the Commissioners for the Revenue and Customs Act (2005).
The VOA has a duty to protect an individual’s privacy under the General Data Protection Regulation (GDPR). However, as an Executive Agency of HMRC, we also have a duty to keep a taxpayer’s information safe in line with our duty of confidentiality under the Commissioners for Revenue and Customs Act 2005 (CRCA 2005).
You will appreciate it is important for us to ensure the information we hold about taxpayers and their property remains confidential, for that reason we are unable to disclose information regarding other Council Tax properties.

Your council does not deal with CT bands, the VOA do.
Having said that, I'm ex VOA and haven't the faintest idea what they are talking about.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
