Engineering recruitment consultancies that have engineers "stuck" in contract for years?

You really need to share more on who or what business the company is.
If they are a genuine recruitment agency this sounds very strange and I would be surprised (having worked in recruitment for 15 years).
If however this is a consultancy business then I would 100% expect this to be the case. It sounds no different from any of the management consultancies (Cap Gem, EY, McKinsey etc) you are charged out to clients on a project basis but you are paid as an employee.
They will factor in periods of time where you are "sat on the bench" so that if you earn £50k a year clients may be charged £1000 per day. There are roughly 230 working days per year (after weekends, leave, illness etc)
If you are charged to customers 150 days per year and spend 80 on the bench the company is still making a tidy profile. The aim will be to have you working closer to 200.
They will have no more control over you than any other employer would.0
