Could I have some advice please? My late mother was entitled to HRP and received a letter to say she was entitled to it for 9 years. I have spoken to HMRC two or three times and have sent all details to them along with mine as I am her executor. HMRC tell me I need to claim in unusual circumstances of which there is no real advice on their website.
How can I get this money paid back to her estate via myself as an executor

Not clear from your post if you've actually followed the online claims process - you only referred to 'speaking to HMRC' so if you've not done so, worth having a look at https://www.gov.uk/government/publications/home-responsibilities-protection-communication-resources/information-to-help-answer-common-questions#what-happens-if-a-claimant-has-died
If you've put in a claim, then it's simply a waiting game, I'm afraid.Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!0
