PCN Received 2 months after offence?

Afternoon all, this is likely a question many here know the answer to.

On the 4th March 2025, I crossed the Merseyflow Toll bridge in a work vehicle and forgot to pay the charge of £2. There's no excuse I know, it's not a lot of money, I'm just not from the area and simply forgot when I got to my destination.

I have received a PCN with an issue date of 15/05/2025 from Halton Borough Council. I wasn't sure that councils were allowed to issue a PCN from 28 days after from the occurance? I've attached some images at the bottom of this post to show more.

The charge is £22, which still doesn't break the bank, but I'd rather not spend it if I don't have to. Does anyone have any advice on this?

    If its a works vehicle - then you are probably at least 2nd in the chain of contacts.

    Any time constraints only apply to the first contact (named registered keeper of the vehicle)
