About the Payment date without penalty (31 days)

Hi everyone.
I am waiting for the post from HMRC to Colombia.
I am worried the letter will come with the deadline "Payment date without penalty - within 31 days of the date of this letter" - and the post takes more than two weeks sometimes to come from the UK.
Has anyone applying to make this voluntary NIC's shortfall payments from abroad, have received their letters where the payment without penalty, takes this into account and perhaps allows more days, or says from receiving this letter?

I get a half-yearly bill to pay my regular Class 2 contributions from abroad and that has no penalty. Obviously if I left out a payment and waited three years then the price of the contributions would increase.0
