Moving Money from Cash ISA into S+S ISA

Let's say I already have £25k in a cash ISA saved in previous years. I can move that sum to a S+S and I still retain my current year's £20k allowance for further investments? In other words that movement between ISA types doesn't "count" towards this year's allowance?

Correct (for most accounts), just make sure you apply in the S&S ISA to have it transferred, don't take it out of the cash ISA.2

Yes. Just ensure the provider of the S&S ISA accepts transfers-in and instruct them to initiate the transfer. Relevant questions will be asked during the application process.2
