Government Green Deal Question

Is it completely free?
The more I read, the more I think it's a loan that I'd have to pay back.
We've moved into an EPC D house.
The only benefit we get at the moment is the Child Benefit, which I believe would qualify us to be able to access the Green Deal stuff.
The only thing we're really looking for is loft insulation. I didn't want to buy some if we're looking at getting it for free but if it's just a loan, then I may as well just buy it.
I don't expect people to be getting boilers and windows completely free, but thought you may get a contribution towards them? So I don't know why I think the loft insulation may be free.
