NI top up: registering interest to pay whilst disputing amount? Is there an address I can write to?

Hi folks, not for want of trying I'm having an absolute nightmare helping my partner sort his NI gaps out.
There's 3 years they haven't allocated the payment to his account and it's sitting there in unallocated credit. There's then 8 years to pay at the £824.20 rate which I've been seeking advice on and it seems I'm right...He was self employed the whole time and they literally have tax payments on file for most of those years, and it doesn't make sense. If they have it on their own records that he paid tax, then his stamp should have been paid by default. And if it isn't, then it should be Class 2, not 3 rate.
We've already tried calling Future Pensions centre and HMRC. Both calls got cut off and the HMRC worker appeared incompetent and could not understand the dispute. When I challenged him the call got conveniently cut off. I desperately want to put this in writing but don't know how.
If we register our interest to pay and to get a callback online, how can we ensure we put the dispute in writing and cover our backs? This seems an impossible scenario with no communication channels open.
I'm thinking of registering for the call back but at the same time sending a letter this weekend recorded delivery and keeping photographs and proof of delivery.
Does anyone have an address?

Whatever you put in writing, send a copy to your MP as well.If you go to https://www.gov.uk/contact-hmrc it then takes you to https://www.gov.uk/government/organisations/hm-revenue-customs/contact/national-insurance-enquiries-for-employees-and-individuals and there's a postal address at the end of that.0

Is this the sort of thing you would send to an MP? It would lnclude private financial information so I'm not sure the aim or what that would achieve? Plus my MP hasn't replied to me ever, I've emailed her twice since voting her in. 🤦 Would it be better to email her separately with a summary maybe that blanks out the detail??
