Unclear wording on full final settlement offer from creditor

Could anyone tell me what the wording below means in simple terms please? It is on a letter from a creditor Monday offering me a 60% discount to settle my account. I do intend to ask for a CCA before accepting their offer. But the wording is confusing, does it means I can still be liable for the full amount in the future or I am liable for the full amount until I pay the discounted amount?
" by providing this discount we're letting you pay less than is due under your original agreement. Your payment plan is a non-contractual waiver of our rights and doesn't change the terms of your original agreement"

Bit ambiguous if you ask me, sounds like there saying we can change our mind at any time and sell on the remining balance to a 3rd party, which is what can happen occasionally.
Its pretty straightforward to ask them to agree to the following, before you release payment to them:
"This offer is made on the clear understanding that, if accepted, neither you nor any associate company will take any further action to enforce or pursue this debt in any way whatsoever and that I will be released from any further liability."
Also mark the letter/email "Without prejudice".
