Section 20, Windows

My leaseholder (a housing association) submitted a Section 20 on our block of flats in 2022.

They gave 3 estimates from contractors for all issues relating to building repairs. In the Section 20, there were 3 estimates given by contractors for windows. They were all generally around the same. The cheapest was £1062 for each sliding sash window. There are eight windows in my flat - of varying sizes.

In September 2023, the leaseholder provided a quote for £78,000 per flat (no joke) for replacing the windows. The total bill was in excess of £626,000 approx.

We engaged a solicitor and wrote to the leaseholder but they refused to engage with our legal counsel. After 13 months (in Nov. 2024) the leaseholder came back with a quote of £25,000 approx. per flat. Their contractor was replacing in excess of 60 windows - surely it should be cheaper than that? Economies of scale etc. And why is it 160% more expensive than the estimate. They had the measurements. Inflation? 

I've got 2 individual quotes recently which came back at £15,000 and £20,000 respectively. Thats for 8 windows.

I've attached the lease and the original estimates. Is there anything I can do to contest the Section 20 or am I being manipulated? Is the Property tribunal worth it? The leaseholder is threatening us now. Thanks for any advice.

    Do you mean the freeholder? 

    Or is there a freeholder, the HA who's the leaseholder and you are a tenant? 

    Is the quoted price all in or is there seperate costs for scaffolding etc? 
    The quote you pasted says per m2 not per window by the looks of it.
