Anyone had success in obtaining free NI Contributions back dated

Hi, I was working for the Council during 1 year that I am short on 39 weeks out of 52 during 2010. I did had a couple of weeks sickness but not 39 weeks. In 2013 I went to college so I also need to claim 43 weeks NI for that year. Any advice and tips on how to obtain free back dated NI from DWP or HRMC? Who’s the best to write to or is there an email address I can send my wage slips to?

You aren't entitled to free credits for being in full time education so there is nothing to clain for that period - you can make voluntary contributions to top up the year if it would boost your State Pension forecast (not all pre-2016 years will).
DWP also won't be able to help unless you were claiming a benefit such as UC that should have entitled you to credits (there is an issue at the moment where UC credits aren;t being passed from DWP to HMRC but I belevie they are aware of and working in this).
If you have wage slips for the period in questions that show you were earning over the Lower Earnings Limits but not been creditted with NI then you really should have followed it up with the employer far sooner than this - chances are they won't still have the records. I'm doubt that HMRC would accept them as uncorroborated proof.0
