Accessing HMRC site without passport / driving licence

    Hello MSE Forum,

    I hope you can help me with the following problem -

    I am trying to top up my state pension before the 5th April deadline, however after gaining a gate line user name & password I then come against a brick wall.

    On the HMRC website after logging on to be able to go any further it requests ( from me ) 2 forms of ID, which ONLY consist of either - Driving Licence / Passport or Credit ( something ). I DO NOT have any of these and the person on the phone stated that if I didn't have any of these, I would NOT be allowed to log onto the site.

    Even though I was born in this country in 1966 and I have worked all my life, WHY am I NOT allowed to access my own pension details?

    Can this be possible or is there ANY WAY I can access my details / pension in order to top it up before I retire, can ANYONE help me with this?

    The simple answer is to get a passport or driving licence, but if you don't want to get either then this page suggests that it's possible to provide bank account and tax record details to prove your ID.

    Answering security questions online

    Users answer security questions online (also known as knowledge-based verification questions) about things like their mobile phone contract and bank account.

    The questions asked are based on their credit record and are answers only they should know.

    Users can use one of the following types of photo ID:

    • UK passport
    • UK or Northern Ireland photocard driving licence

    Users without photo ID can instead use their UK bank account details and HMRC tax record to prove their identity.

    That new beta gov.uk one login only works with limited services, Gov Gateway is not one of them.
    @Jamesh2o, you will need to register for a callback to get anything sorted.  The clock will be held.  Take screenshots of the entry and confirmation screens. Request a call back to pay voluntary National Insurance contributions - GOV.UK

    The simple answer is to get a passport or driving licence, but if you don't want to get either then this page suggests that it's possible to provide bank account and tax record details to prove your ID.

    As a non-driver without a current passport I have neither of the acceptable government issued photo IDs. To obtain a first provisional driving licence a passport is required to confirm your identity. The answer then is even simpler - get a passport. I have an older person's bus pass, a local government issued photo ID, which is sufficient for voting but not for national government to confirm my identity.

    I have tried the UK bank account details and National Insurance number option several times without success. It appears that GOV.UK One Login uses Experian to confirm current account bank details.

    My current account is with The Co-operative Bank. Although they support Open Banking they do not yet support Experian Boost. I don't know if this means my current account is insufficiently linked to confirm my identity.

    The Co-operative Bank does not yet support OneID®, another way to confirm identity from information held by your bank.

    I have the GOV.UK One Login app installed on my mobile but I can't use it to confirm my identity because I lack an acceptable photo ID to scan that can be compared to my face ...

    Definitely feeling digitally excluded without a current passport or driving licence!

    You can prove your identity for a provisional driving licence with other documents if you apply by post using form D1.

    Agreed. It's nonsense to claim that you need a passport to get a provisional licence.

    When I tried to register with Gov.uk One login app. I used my Photo ID driving licence. But now need to confirm it via an iPhone or possibly an Android phone neither of which I own! Just hoping the PO id route works instead! As the current older generation may well not drive, go abroad or own the necessary phone digital exclusion is starting to happen!

    What are you trying to do on the gov.uk site?
    Some services are still on the "Government Gateway" login system, not One Login.
