NI payment gaps while self employed

I am hoping someone can help.
After watching the show on pensions I looked into my pension shortfall.
I have several years showing as not full and that the cost of filling gaps are £824.20 for all of the years that are not full.
I am self employed and for many of these years my profits have been below the £12570 threshold to pay class 2 NI so do not understand why the cost of filling the gaps is £824.20. I understood that if your profits were below £12570 contributions were treated as being paid.
In the past when I have completed my self assessment I have requested to pay Class 2 NI voluntary but when I have done this have not been able to proceed to complete the form so have had to uncheck the box.
Can anyone give any advice on what I should do to potentially fill the gaps and also going forward pay NI voluntarily or point me in the right direction of who I need to speak to about this.
I have never received a request to make any NI payments.

Are you actually registered as self employed with HMRC?
This is completely different to being registered for Self Assessment.

Yes I have a UTR number and I am registered for CIS.

You need to speak to HMRC. If the years are 2018-19 and earlier you need to get a shift on as those years close off after 5 April.0
