Depends where you live. Every council has its own rules, it's not a national thing1

You'd need to check with your particular local authority - some might give a discount if the property is empty and unfurnished (or in certain circumstances like the death of the sole occupant), others may charge a premium.
In our area you'd pay full council tax for the first year the property is empty, double for the next four years, three times after five years empty and four times after ten years empty0
