They are not equivalent to 0870, they are a "cheap rate" call.
0818 is the Irish equivalent to 08700 -
So is there no direct number to speak to someone irish???0

Mark LS12 is correct. It seems that these numbers cannot be called from outside of Eire. You could try emailing them from here:
