Remortgage - boyfriend lives with me

I bought my flat five years ago and since then, my boyfriend's moved in. I've just completed a product transfer with my current lender (Natwest) via a broker and didn't have to disclose whether anyone else lived at the property, which I found surprising. When I applied for a remortgage with a different lender earlier this year (back-up), they sent out a occupier consent form for him to sign. 

Do borrowers only have to disclose that someone will be living at a property upon completion when it's a brand new mortgage?
