HMRC Penalty Charge

Hi All, 

I am looking for some guidance if possible, I have today received a letter from HMRC advising I owe £1.2k related to a late self assessment penalty from 2012. This is the first time I have heard of this from HMRC and every year I complete my Self Assessment this is never referenced and my account shows as no outstanding balance.

My questions are:

1. Surely if this balance is outstanding then it should be shown in my HMRC Account?
2. No communication form HMRC since 2012 again should not be correct, does this allow for a challenge to the penalty, which if I am being honest I don't recall evening submitting anything late never mind 2012.
3. How far can HMRC claim these items back

I was considering writing to them to outline where this has come from and how the costs have been built up with all previous correspondence.

Any advice on this would be appreciated.

To ask them for all that, rather than to tell them about it, presumably?
