    We had something closer to that until independent taxation came into play in 1990. A husband could transfer his unused personal allowance to his wife but not the other way round.

    Not sure you can really judge the merit (or otherwise) of any proposal solely by the number of signatures on a petition 
    Hence the  :p

    Those petitions are always a waste of time. The highest supported one was to remain in Europe. The second highest supported one was for another referendum.  :D
